Quality education has been a goal and lifelong passion for several West Virginians over the years including this writer both as a student and professional educator. At the risk of being redundant, my quest for answers as to why West Virginia commits a high dollar per pupil in public school education but remains near dead last in educational outcomes needs clarification.

A business on main street that could only get a fraction of return on investment would soon be out of business. If a new motor vehicle was claimed by the manufacturer to achieve twenty miles per gallon on fuel efficiency and the owner actually got five miles per gallon, there would be clear evidence of a performance issue. Why then do we continue to see investment of public funds into education result in such poor outcomes?
